Beijing should be and has a right to be fiercely opposed to the US not turning over it's citizens to them. If their citizens are involved in crimes (terrorism) as the US has declared, then the US should send them back to China. In the US, there are laws that punish American citizens for comitting crimes outside of it's borders. Why doesn't China have the same right to arrest it's citizens who commit crimes outside it's borders. China needs to file warrants of arrest through Interpol and demand the 17 prisoners be turned over to them. How china treats their prisoners is China's business.
