The signing of an agreement at UN headquarters in New York on February 6 marks a new step toward the establishment of an international tribunal to try those suspected of assassinating Lebanon's former Prime Minister Rafik Hariri. However, the most difficult part of the task remains since the tribunal cannot come into existence until a law is passed by the Lebanese Parliament and ratified by pro-Syrian President Emile Lahoud who vigorously opposes the idea.
