United Nations points the finger at Senegal in Habré case

Senegal violated the Convention Against Torture, reported the UN Committee Against Torture on May 19. "The committee feels that by refusing in particular to grant Belgium's extradition request for *Hissène+ Habré, Senegal has not fulfilled its obligations under the Convention." The committee gave Senegal 90 days to provide an explanation. After refusing to try the former president of Chad in Dakar, Senegal denied Belgium's request for extradition and referred the Habré case to the African Union, which is expected to render a decision at the beginning of July [IJT-35 & 40]. Concerning another former African president, the Committee stated "that Togo should take the necessary steps to transfer ex-President of the Central African Republic, Ange-Félix Patassé to the International Criminal Court."
