The United Nations announced on 18 February the appointment of three experts to an «independent Commission of Experts to review the prosecution of serious human rights violations committed in 1999 in Timor-Leste». «The Commission will assess judicial progress» made in Dili (Timor-Leste) and Jakarta (Indonesia)» said Annan. It could also look into ways of «offering assistance to the Commission of Truth and Friendship, which Indonesia and Timor-Leste agreed to establish in December.» The UN used the opportunity to highlight last year's ruling by the Indonesian Appeals Court to overturn the convictions of four Indonesian officials handed down by the Indonesian special court for human rights, and significantly reduce the sentence of another.
