The spectre of the massacre of refugees at the École technique officielle (ETO) on 11 April 1994 in Kigali continues to haunt the Belgian army. Its soldiers, who had been guarding the compound, abandoned the 2000 refugees who had fled to the ETO during the first few days of the genocide. On 8 April the Belgian press reported that the families of Boniface Ngulinzira and Fidèle Kanyabugoyi, two prominent Rwandans who were killed in the massacre, have begun compensation proceedings against the Belgian State, and three Belgian officers from the UN mission in Rwanda. The officers are Commander Lemaire, in charge of the company stationed at the ETO, and his two superiors, Lieutenant-colonel Joseph Dewez and Colonel Luc Marchal. During his testimony to the ICTR in October 1997, Luc Lemaire told the court: «I had thought about evacuating the refugees but there was no feasible way of doing this. Everyone had written off the refugees. I think this was a cynical calculation by our politicians.»
