International Criminal Tribunal for the former-Yugoslavia

  • The statute of the Tribunal was adopted by Security Council resolution 827 of 25 May 1993.
  • The Tribunal's mission is to « prosecute persons responsible for serious violations of international humanitarian law committed in the territory of the Former Yugoslavia since 1991 in order to ensure that such violations are halted and effectively redressed, to put an end to such crimes, to take effective measures to bring them to justice, to restore and to maintain international peace and security.

The judges

  • The President of the Tribunal : Fausto Pocar (Italy, since November 2005). He succeeded Theodor Meron (USA, 2003-2005), Claude Jorda (France, 1999-2003), Gabrielle Kirk Mac Donald (USA, 1997-1999) and Antonio Cassese (Italy, 1993-1997).
  • The Vice-President : Kevin Parker (Australia, since November 2005). He succeeded Fausto Pocar (Italy, 2003-2005), Mohammed Shahabuddeen (Guyana, 2001-2003) and Florence Ndepele Mwachande Mumba (Zambia, 1999-2001).
  • Three Trial Chambers and one Appeals Chamber were created to deal with the cases.
  • The Trial Chamber I is presided by the Jamaican Judge, Patrick Lipton Robinson.
  • The Trial Chamber II is presided by Judge Carmel A. Agius, Malta.
  • The Trial Chamber III is presided by Judge Liu Daqun, China.
  • The Appeals Chamber is presided by Judge Theodor Meron.

The Office of the Prosecutor (OTP)

  • The Chief Prosecutor is elected by the UN Security Council for a 4-years mandate.
  • On 11 August 1999, the Security Council elected Carla del Ponte (Switzerland) to succeed Louise Arbour (Canada), whose mandate started in October 1996. She resigned in May 1999. Carla del Ponte took up here post on 15 September 1999.
  • The Deputy Prosecutor, Graham Blewitt, who started working for the ICTY on 15 February 1994 was replaced by David Tolbert (USA), on 30 August 2004.
  • The Office of the Prosecutor has many Liaison Office in the new states of Former Yugoslavia.
