The International Criminal Tribunal for Rwanda (ICTR) is scheduled to meet for a plenary session on May 21 as the term of President Erik Mose draws to a close after four years. Rumors, maneuvering and whispers filled the week before the meeting. A proposed amendment to the rules, which is circulating, would allow Judge Mose to extend his term for a maximum of two years - to correspond with the official closing date for the ICTR's trial chambers. But at least three other judges, who doubt that trials will actually be concluded, oppose the amendment.
