«King of beasts» stands trial in Rotterdam

In the first case of its kind, a foreign national suspected of crimes committed in another country is to be tried in the Netherlands. The trial of the former colonel of the Zaire army Sebastian Nzapali, aged 51, is due to open on 24 March in Rotterdam. Nicknamed «the king of beasts», Nzapali is accused by three Congolese citizens of rape and torture during the 1990s, during the regime of the toppled President Mobutu Sese Seko, according to AFP. Nzapali arrived in the Netherlands in 1998, a year after the fall of Mobutu, and was arrested at the end of September 2003 in northern Holland, under the UN Torture Convention. The Convention grants universal jurisdiction over this crime.
Arrest in Amsterdam on ICTR's request

A former lieutenant-colonel of the Rwandan Armed Forces (FAR), Ephrem Setako, who was arrested on 25 February at a centre for asylum seekers in Amsterdam, is due to be transferred to the International Criminal Tribunal for Rwanda (ICTR) without delay. A 54-year-old native of Ruhengeri province, Setako is a former shareholder of Radiotélévision des mille collines (RTLM). According to AFP, he is wanted by the ICTR for organising massacres in the north of Rwanda. His indictment has not yet been made public.
