However, it is a part of life for a person, born and brought up there! For him it is natural and he doesn't hate it but lives with it cheerfully. All this is extension of his inner being, it is his filth, his stench and his chaos. Begging, mugging and violence are his ways to survive in that chaos. Who is to be blamed for this lifestyle: none! They all are responsible for it! You find it hell; it is paradise for them!
