Prime Minister Mark Rutte is in Berlin for a meeting with German Chancellor Angela Merkel to discuss the eurozone crisis.
A large number of preparatory meetings between EU member states and other main actors are scheduled for the period leading up to the EU summit of 17 October.
In the past few months, the Netherlands and Germany have mostly spoken with one voice to propagate the need for budgetary discipline.
On Tuesday Mr Rutte will meet European Commission President José Manuel Barroso in The Hague.
