As of Tuesday, coffeeshops in the Dutch provinces of Zeeland, Brabant and Limburg are no longer allowed to sell cannabis to foreigners.
Customers who want to buy cannabis must submit proof of residency to obtain a special pass.
This is the first phase of the government’s new, much stricter cannabis policy. There is widespread opposition against the new policy.
Coffeeshops in Limburg’s provincial capital Maastricht have announced they are going to sell cannabis to foreigners and non-members to provoke a test case. A number of foreign customers have said they will file a discrimination complaint with the police if they are denied service.
A group of foreign regular customers have announced they will hold a demonstration in Maastricht on Tuesday afternoon.
