In 1967, the countries of the world got together and decided that no one country could claim the moon or other planets. But Dennis Hope says that individuals can. So he’s set up the Lunar Embassy and has sold off plots of moon to more than 5 million part-owners. Earth Beat host Marnie Chesterton speaks with Dennis, who is also the President of the Moon.

This question was answered best by the composer Ray Henderson and lyricists Buddy De Sylva and Lew Brown in 1927 with their classic that begins, "The moon belongs to everyone - the best things in life are free".
I own the Moon....;)...The Universe belongs to all, and to none...we are just visitors in this Universe, and visitors do not have ownership rights!
Why not take this question a step further: who owns the universe? One question just as ridiculous as the next.
It would be good to buy a parcel on the Moon to set up moonshine stills.

As an American, I'd imagine the American government thinks they own the moon. They and a fair amount of American people think they pretty much own or rule everything.
