Under a plan proposed by the United Kingdom government, all dog owners in the country could be compelled to insure themselves against the risk of their pets attacking anyone. The plan also calls for all dogs to have a chip implanted under their skin, making it possible to trace their owners.
The plan is part of a series of measures aimed at reducing the number of attacks by dangerous dogs. Each week in the UK, more than 100 victims of such attacks end up in hospital.
In one of the most recent incidents, a four-year-old boy was killed by a family dog in Liverpool last November. His grandmother was injured trying to protect him.
