In Tuesday’s speech from the throne, Queen Beatrix of the Netherlands stressed the importance of a stable government and a balanced budget. She warned that the effects of the economic crisis will be felt for many years to come and that the next cabinet will have to build on the measures taken for 2011.
She also called on the public and government to continue efforts to ensure social cohesion. She stressed there has to be tolerance, give and take and a willingness to adapt. This is a clear reference to the ongoing coalition talks between the free market VVD, Christian Democrats and Geert Wilders' anti-Islam Freedom Party.
As a result of the budget deficit, public spending will be lower. Although the Netherlands has done better than some of its neighbours in the economic recession, the queen said measures would have to be taken to increase participation in the labour market. In addition, innovation would be the key to guaranteeing a competitive position for the Netherlands in the world economy.
Financial supervision
She announced more supervision of financial institutions to restore public faith in the sector. The recently introduced bank code means stricter rules on remuneration. Pension funds which have come under pressure due to the economic crisis and an ageing population will have more robust financial reserves.
Education will be left out of this round of cuts. The queen stressed the importance of equal access to opportunities for children and of ensuring they do not leave school without qualifications.
In health, there has to be an efficiency drive as new technology and ageing has led to higher costs. The government wants to stimulate the housing market to produce more affordable and decent housing. Mobility is also important to the economy and the government has promised improvements to the infrastructure.
Crime prevention
Crime prevention and neighbourhood policing involving the collaboration of local councils and other organisations such as housing associations will be encouraged.
The queen also mentioned sustainability in agriculture and said the Netherlands has a role in helping ensure global food provision. The Dutch contribution to the European Union, NATO, United Nations and international peace missions will continue.
The queen expressed the nation’s great gratitude to and respect for those who served in the Dutch Afghan mission in Uruzgan which ended in August.

Why, on God’s green Earth do we still tolerate kings and queens? Make them go work for their living like anyone else. Why should anyone on Earth be rewarded for who their grandmother had sex with?
I am surprised at the state of Queen Beatrix's health in the photos RNW has shown of her reading the budget speech. She appears to look not well at all. This has not been commented on by other contributors to this forum, who may recall the longstanding Dutch tradition that reigning monarchs stand down and abdicate when they reach 65 years of age or so, in favour of the next in line. I personnally think that with the country politically and ideologically divided as it is, now is definitely the time for Crown Prince Willem Alexander to ascend the throne and play a strong role of leadership in maintaining the values and principles traditional to the Netherlands. Queen Beatrix's comments about tolerance and unity more than clearly illustrate that the House of Oranje-Nassau do not favour the political path desired by Geert and the PVV, something deliberately and systematically ignored by Geert's supporters either out of fear and/or ignorance.
