After telephone talks with Palestinian President Mahmoud Abbas, Arab League chief Amr Moussa says that the indirect peace talks between Israel and the Palestinians have been called off again.
Mahmoud Abbas has broken off the negotiations before they have begun in protest against Israel's plans to build 1,600 homes in East Jerusalem.
Israel's plan to restart construction in the occupied territories has provoked angry international responses. US Vice-President Joe Biden, who is currently visiting Israel, said that the decision undermines the trust required to get the peace process back on the rails.
Israel and the Palestinian Authority decided on Monday to restart indirect peace talks. The Palestinians described them as a "last chance" for the Middle East peace process.
