The Iraqi electorate has voted for a new parliament over a weekend which saw 38 people lose their lives in election violence. Despite this, Ad Melkert, the UN Special Envoy in Iraq, is positive about the way the elections were conducted.

About 19 million Iraqis were elegible to vote on Sunday, in only the second parliamentary election held since the US-led invasion in 2003. Insurgents tried to frustrate the election process with bombs that exploded at polling stations in Baghdad and other cities. In Baghdad, an apartment complex was set on fire, resulting in the loss of 25 lives.
Despite this, the attacks had little effect on the voters. The exact national figure isn’t yet known, but turnout varied between 45 and 90 percent in the various provinces. On Monday, Hamdiya al-Husseini, a commissioner of Iraq's independent electoral commission, said that the turnout across the country was somewhere between 55 and 60 percent.
Early indications
Prime Minister Nuri al-Maliki's State of Law list claimed it was on course for victory in Baghdad and Iraq's Shi'ite south, a claim that could not be verified but which, at least in the south, appeared to be backed by informal, early vote tallies. "The State of Law Coalition list is leading among other lists in Baghdad and other southern provinces," said Ali al-Dabbagh, government spokesman and State of Law candidate.
Lawmaker Haider al-Ebadi, a State of Law candidate and member of Maliki's Dawa party, said initial results suggested the coalition was ahead in 10 provinces. "In Baghdad and south of Baghdad, the State of Law was number one. But the special voting and voters abroad, this has not been concluded yet and could alter the outcome," he said.
UN envoy optimistic
Earlier Ad Melkert, the UN Special Envoy in Iraq, expressed optimism about the election:
“Our impression is that there was a decent turnout. Also, the atmosphere around the election was such that you can say it was a positive day. These were serious elections in a country that has had hardly any in its history.”
Mr Melkert visited several polling stations in several cities, including the overwhelmingly Kurdish Kirkuk, where the turnout was high:
"In Kirkuk, people dressed up in their best clothes to go to the polling stations and take part in this special day. It was particularly important in this city, because last year it is was impossible to organise provincial elections there."
In Iraqi Kurdistan, a new party was challenging President Jalal Talabani's Patriotic Union of Kurdistan (PUK), one of two groups that have dominated Kurdish politics for decades. A robust showing by the reformist Goran list could weaken the hand of the PUK and Massoud Barzani's Kurdistan Democratic Party in any coalition talks in Baghdad. The relative cohesion of the Kurds has allowed them to play kingmaker in the past.
Fraud?
Organising the elections was not without its complications. Polling day was planned for January, but there were problems with the election law: questions about whether people or parties were eligible to take part, and determining the quotas in parliament for the various minorities, led to endless discussions. After extensive negotiations, the election law was adopted by parliament.
The United Nations, together with the Iraqi Election Commission, set up a system designed to prevent fraud as far as possible. But UN Special Envoy Melkert is not entirely happy with it.
“Unfortunately, that’s not an absolute guarantee against fraud. There’s no doubt there have been some attempts. Complaints have been received. An official complaints procedure has been set up, and we have encouraged individuals and parties to make use of it.
Coalition problems?
The first official results are expected later this week. It may be 18 March before a definite result is known. The question is whether it will be possible to form a coalition. There were 6000 candidates and 86 political groups contesting the election, and there are 325 seats to be allocated.
