Human Rights Watch says the Indonesian army is still at the head of an extensive business empire despite assurances given in 2004.
When Indonesia became a democracy, rules were put in place to divest the army of its political power and business interests within five years.
Human Rights Watch says that while the army's political influence has declined, major companies are still being run by the army, with little sign of change.
An army spokesman has hit back at the accusations, saying that reforms are underway and should be concluded by the end of the year.
