European Union leaders have agreed to concessions for the Czech Republic so that Prague signs the Treaty of Lisbon.
Diplomats at a two-day EU summit in Brussels say the Czechs want exemption from a few of the stipulations concerning human rights.
This is because Prague fears claims for compensation from Germans who were driven out of Czechoslovakia after the Second World War. Once the Czech Republic signs, the treaty comes into force and Europe will appoint a European president.
The 27 EU member states are in Brussels to discuss climate policies. Sweden in particular insists the EU make clear agreements with developing countries over C02 emissions. Germany, France, Italy disagree with the east European countries. The talks will continue on Friday.
