A commission charged with investigating counter-terrorism in the Netherlands has concluded that the measures adopted since the attacks of 11 September 2001 are very disjointed and poorly coordinated.
The Suyver progress report which was commissioned by the cabinet still has to be discussed among government ministers.
The Suyver commission interviewed key figures involved with combating radicalisation and implementing decisive instruments and organisation in the event of a possible terrorist attack. It emerged that there was a complete lack of clarity concerning individual responsibilities and that there was no strategic master plan with an overall approach. Legislature relating to counter-terrorism was adopted arbitrarily. The Suyver commission has been requested to carry out a follow-up investigation.
