CIA director Leon Panetta has announced reforms in the processing of information about possible terrorists. The plans are in response to sharp criticism of US intelligence following the Christmas Day airline incident in which a Nigerian passenger attempted to blow up a flight to Detroit.
From now on, all relevant information must be distributed within 48 hours among all those in the US involved in combating terrorism. The CIA also plans to bring in more specialists on Yemen and Africa.
President Obama gave the American public a detailed explanation of the events on Christmas Day, and acknowledged that he bore the final responsibility for US security. He stressed that that the Nigerian could never have boarded the plane had US intelligence functioned better, and that the pledged reforms would prevent similar incidents in the future.

The first thing Obama should have done: merge the 16/17 security agencies into just one or two. Too many cooks spoil the broth.
