An Afghan government-appointed commission says 30 civilians and 69 Taliban were killed in an air strike which blew up two fuel tankers on 4 September in the province of Kunduz.
The tankers had been hijacked by the Taliban, but got stuck in the mud. The Taliban then told the local population that they could tap the fuel. However German NATO troops had called in United States air support to bomb the tanker trucks.
Germany is responsible for Kunduz Province and the bombing has become an issue in Germany's election campaign - parliamentary elections will be held later this month. A NATO investigation is also being conducted and has yet to be released.
