Corruption is more of a culture that is ingrained in the minds of a people.When a nation is corrupt it is the citizens who permit it.And instead of citizens blaming the government they should be asking themselves.What they are doing about corruption.http://www.tusijisunde.com/2011/what-are-you-doing-about-corruption/
