French Foreign Minister Bernard Kouchner says it likely that Guinea's junta leader, Moussa Dadis Camara, was behind the recent crackdown on opposition protesters.
Last weekend, soldiers loyal to the military regime opened fire on demonstrators in the capital, Conakry. The United Nations and human rights organisations say about 150 people were killed.
Captain Camara says he is not responsible for the actions of the troops. United States Secretary of State Hillary Clinton argues the massacre shows he is not fit to lead Guinea and that he should make way for a democratically elected government as soon as possible.
